Pavel Zagrebelnyy is an Russian developer; a creator of Spintires.
History of development[]
The development of the project was preceded by a demo version of a computer game created by Pavel Zagrebelnyy for participation in the Intel Level Up 2009 competition, where it won first place in the nomination "Best Multithreaded Game" and second place in the nomination "Best Game optimized for Intel graphics cards".
In 2014, Pavel Zagrebelny said that Oovee company had taken the money and stopped working with him, which was why he was unable to release updates for the project. However, Oovee denied these allegations, saying that Zagrebelnyy received full payment for his work and that there were no contract violations on the part of the company.
In February of 2016, the players of SpinTires encountered odd behaviour of the game; and the user "LocalHost" found an 14 "time-bombs" in the game code. When time comes, the game stops loading. The players thought the reason is the strained relations of Pavel and Oovee. By the contract, the game is fully owned by Oovee, and only Oovee can manage the game on Steam page. Pavel says that Oovee owes him money, and they didnt paid him.
"Out of stupidity, I signed a contract stating that the Spintires game belongs to Oovee and only they can manage the game on Steam. Accordingly, without contacting them, I physically cannot continue working on it (not to mention that I do not receive money)"[1]

As of 3rd March 2016, due to copyright disputes, the game is no longer available for download on Steam.
